Nigeria’s electoral process could be on the verge of its biggest technological transformation yet as the Independent National Electoral Commission (INEC) prepares to introduce downloadable Permanent Voter Cards (PVCs) and a fully online voter registration system ahead of the 2027 general elections.
The announcement signals a major shift in how millions of Nigerians may access voting services, with the commission aiming to reduce barriers that have prevented eligible citizens from participating in previous elections.
INEC Chairman, Prof. Joash Amupitan, revealed that voters who have previously collected their PVCs but later lost or damaged them will soon be able to download replacement cards instead of undergoing the traditional replacement process. However, he clarified that the digital PVC option will not apply to first-time registrants or individuals who have never collected a physical voter card.
According to the commission, affected voters must report missing or defaced PVCs at least 90 days before an election to qualify for the downloadable replacement. The innovation is expected to be tested during the upcoming Osun State governorship election before a nationwide rollout.
Even more significant is INEC’s plan to introduce complete online voter registration. Once approved, eligible Nigerians will be able to register remotely without visiting local government offices for the usual physical registration process, marking a historic step toward digital electoral administration.
The commission believes the reforms will make voter registration faster, easier and more inclusive while reducing the frustration often associated with obtaining voter cards. Officials also hope the new system will increase voter participation and minimise complaints about disenfranchisement.
Political observers say the proposed reforms could redefine Nigeria’s electoral landscape if successfully implemented. However, questions remain over cybersecurity, identity verification and the country’s digital infrastructure ahead of the highly anticipated 2027 elections.
