Canada is set to overhaul its business immigration framework as it pauses key parts of the Start-Up Visa (SUV) program ahead of a new entrepreneur pilot planned for 2026. Immigration, Refugees and Citizenship Canada (IRCC) announced that no new SUV commitment certificates will be issued after December 31, 2025, while applications for SUV-linked work permits have been suspended.

The decision follows rising application backlogs and pressure on Canada’s immigration system. IRCC said the pause will help clear pending cases and allow the government to design a more targeted program for entrepreneurs with strong business plans and clear economic value.

Only applicants already in Canada with SUV-specific work permits can apply for extensions, subject to annual immigration targets. While the SUV stream effectively closes after 2025, some provincial programs and other work permit options remain available.
