Togo, Niger, Benin Owe Nigeria $17.8m for Electricity

Nigeria is currently owed over $17.8 million (about ₦25.36 billion) by Togo, Niger and Benin for electricity supplied, according to the Nigerian Electricity Regulatory Commission (NERC).

In its Q3 2025 report, NERC disclosed that the three countries were invoiced $18.69 million for power supplied during the quarter but paid only $7.125 million, leaving an outstanding balance of $11.56 million. Added to unpaid legacy invoices of $6.23 million, the total debt rose to $17.8 million.

The indebted utilities are Compagnie Énergie Électrique du Togo, Société Béninoise d’Énergie Électrique and Société Nigérienne d’Électricité. NERC said their payment performance for Q3 stood at 38.09 per cent.

The commission noted that electricity was supplied through bilateral cross-border agreements using Nigerian generation companies. By contrast, domestic bilateral customers recorded a stronger remittance performance of 87.61 per cent in the same period.
