Nigeria has secured the 72nd position out of 188 countries in the 2025 Government AI Readiness Index, positioning it as one of Sub-Saharan Africa’s top performers. The annual Oxford Insights report assessed nations based on policy capacity, governance, AI infrastructure, public sector adoption, development, diffusion, and resilience.
Within Africa, Nigeria ranked fourth, trailing Kenya (65th), South Africa (67th), and Mauritius (71st). The report highlighted Nigeria’s strong performance in Policy Capacity (35th globally) and Development & Diffusion (49th globally), reflecting recent AI policy initiatives, sectoral investments, and the launch of the Nigeria AI Scaling Hub.
Despite progress, challenges persist, including limited AI infrastructure and slow public sector adoption. To address these gaps, the government launched the National AI Centre of Excellence at the University of Jos, aiming to boost local research, datasets, and contextual AI solutions.
The report positions Nigeria as a country with ambition and growing AI capability, but emphasizes that translating policy into operational public sector AI will determine its future global standing.
