The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Muhammad Musa, a former Nigerian Investment Promotion Commission (NIPC) official, for submitting forged academic and NYSC certificates to obtain employment.
Justice B. Mandy Bassi of the FCT High Court, Asokoro, upheld a plea bargain in Musa’s case, imposing a ₦50,000 fine and a non-custodial sentence. Musa also refunded ₦36.5 million obtained from the fraudulent employment. ICPC confirmed he cooperated fully and showed remorse.
The forged documents included a Bachelor of Science degree from the University of Maiduguri and a National Youth Service Corps certificate. Musa’s fraud was uncovered during a staff verification audit initiated by NIPC’s Executive Secretary.
Despite Musa’s conviction, two former ministers—Kemi Adeosun and Uche Nnaji—linked to submitting forged NYSC and academic certificates remain free, raising concerns over enforcement consistency. Nigerian law prescribes jail terms and fines for forgery and NYSC certificate violations, but these high-profile cases show uneven application.
